Cf. p. 67,1.17 is here used, not in the sense of the Greek word, which is strictly limited to the despotism of a single individual, but loosely, to express absolute power. It is, indeed, just the same as the 'sovereign power' which Hobbes maintained must, of necessity, rest ultimately in the hands of 'the one, the few, or the many.'
