The ordinary meaning of this verb is "to profess or claim by its tenor", e.g. "this letter purports to be written by you". The use of the verb in the passive is an objectionable and unnecessary innovation. "Statements which were purported to have been official confirmed the rumours" should be "statements which purported to be official confirmed the rumours".
