This word is overworked, especially in official writings. It is only appropriate to convey the idea of a gradual unfolding or building up. Do not use it as a synonym for arise, occur, happen, take place, come.

Typical examples of its misuse are "shortages of raw materials may develop" (for "raw materials may become scarce") and "rising prices might develop" (for "prices might rise").
