The use of advise in the sense of inform or tell brings a flavour of commercialese and stiffness into a letter. None could object to advise in:

If you are in doubt on any point I shall be glad to advise you,

but

I have not received any advice that your promise has been implemented

would have been better expressed

" I have not heard that you have kept your promise ".
