Authoritarian rule is inevitable in the establishment of order to meet a code of duty, which needs to be clearly and strictly upheld.

Matrists demand licence
Whereas Democratic rule is that obtained by mass self-indulgence ( see The Nature Of Democracy) where no authority can be safely exercised without question, except to indulge popular opinion.
