Pope's charitable explanation (Spence, Anecdotes, i. 96) was that 'Lord Oxford was huddled in his thoughts, and obscure in his manner of delivering them'; but he had also been drinking heavily in the later years of Queen Anne's reign, and quite possibly had no idea what Rowe was taking about.
